This is understandable when you think about it. A rushed vaccine, for a disease you have a 99.6% likelihood of surviving IF you catch it, may not be the way to bet. I'm not anti-vaccine, but I also don't intend to rush out and get vaccinated as soon as a vaccine shows up.
